| 内容記述 | The purpose of this investigation is to analyze the legislation process of the National Board of the Fund for the Improvement of Postsecondary Education (FIPSE) at FIPSE in the U.S.A, from the submission of the bills of 1970 to the establishment of the Education Amendments of 1980, focusing on its authority and the membership. Previous studies have examined the feasibility of the bills related to FIPSE focusing on the 5 concepts, analyzed the formation process of FIPSE chronologically, and examined the aid management by FIPSE. However, these studies have not considered the legislation process of the National Board of FIPSE. Then, the obtained results are as follows; (1) Through the establishment of the Education Amendments of 1980, the authority of the National Board of FIPSE was concretely legislated, and the advisory characteristic became more stronger. (2) The general public was consistently included in the membership of the National Board of FIPSE, except the bill of the Education Amendments of 1971. |
