However, these studies have not considered the legislation process of the National Board of FIPSE.\nThen, the obtained results are as follows; (1) Through the establishment of the Education Amendments of 1980, the authority of the National Board of FIPSE was concretely legislated, and the advisory characteristic became more stronger.
