Previous studies have examined the feasibility of the bills related to FIPSE focusing on the 5 concepts, analyzed the formation process of FIPSE chronologically, and examined the aid management by FIPSE. However, these studies have not considered the legislation process of the National Board of FIPSE. Then, the obtained results are as follows; (1) Through the establishment of the Education Amendments of 1980, the authority of the National Board of FIPSE was concretely legislated, and the advisory characteristic became more stronger.
