| 内容記述 | 本研究では，アメリカ連邦教育省の一組織である刷新・改善室を対象として，学校改善支援政策の特質に関する予備的考察を行うことを目的としている。検討の結果，次の4点が明らかとなった。第1に，OIIは、連邦教育省の中では主な業務として刷新的な取り組みに対する支援を行う唯一の部局であった。第2に，OIIは主に刷新的な教育プログラムに対する補助金を支給しつつも、それ以外の業務も担っていた。第3に，OIIの補助金政策は一部を除いて競争的であり、かつ、裁量性も有するものであった。第4に，OIIの管理する補助金政策の大半はNCLB法に根拠を有していた。 | |||||

| 内容記述 | The purpose of this investigation is to analyze the characteristics about school improvement support policy by the contemporary US federal government preliminarily, focusing on the case of the Office of Innovation and Improvement (OII) in the US Department of Education. Previous studies have examined the outline and formation process of school improvement support policy by US federal government. A few of these studies have referred to the concrete characteristic of this policy. However, these studies have not considered the whole characteristics of the school improvement support policy. In this research, the characteristics of the aid by OII were analyzed. The obtained results are as follows; 1. OII was the only organization which had the main the main responsibility of giving aid to innovative trial in the US Department of Education. 2. OII mainly gave the aid for the educational program, but had other responsibilities such as giving aid for educational facilities. 3. The characteristic of the aid by OII was mainly competitive and discretionary. 4. Most of the aids by OII were based on the No Child Left Behind Act. The rest of aids were based on the other laws, such as American History and Civics Education Act of 2004, and American Recovery and Reinvestment Act of 2009. |
