A few of these studies have referred to the concrete characteristic of this policy. However, these studies have not considered the whole characteristics of the school improvement support policy.\n In this research, the characteristics of the aid by OII were analyzed. The obtained results are as follows; \n1. OII was the only organization which had the main the main responsibility of giving aid to innovative trial in the US Department of Education.\n2. OII mainly gave the aid for the educational program, but had other responsibilities such as giving aid for educational facilities.\n3. The characteristic of the aid by OII was mainly competitive and discretionary.\n4. Most of the aids by OII were based on the No Child Left Behind Act.
