| 内容記述 | 2004年の児童福祉法改正に伴い,要保護児童対策地域協議会の設置や児童虐待予防ネットワークの構築など,市町村単位での子ども家庭福祉施策の確立が求められている。これまで地域内の子ども家庭福祉の相談窓口は福祉事務所内の家庭児童相談室や1997年に創設された児童家庭支援センター等,その役割があいまいなままであった。しかし法改正は市の役割を明確にしたとともに,市が地域内に点在するサービスを連結するプラットホーム的存在となることで地域内の子ども家庭福祉ネットワークを形成しつつある。これまでのあいまいな関係を振り返りつつ各相談窓口の役割を検討し,事例として阪神間の芦屋市,尼崎市が行う子ども家庭福祉施策の現状を論述する。 | |||||

| 内容記述 | In association with the 2004 revision of the Child Welfare Law, there is demand for the establishment of measures for child and family welfare at the municipal level, such as regional councils on children in care and networks for prevention of child abuse. Up to now the role of child and family welfare consulting services in the region has remained unclear, including the consultation room for families and children at welfare offices and child and family support center established in 1997. However, with the clarification of the role of cities in the revised law, a regional child and family welfare network is being formed on the platform-type existence of the linkage of services scattered within the cities. This paper examines the role of consulting services while reviewing their previously unclear relations, and describes the present state of child and family welfare policy in Ashiya City and Amagasaki City in the Osaka-Kobe area as case examples. | |||||
