| 内容記述 | The purpose of this study is to consider how FIRST, the U.S. federal government's elementary and secondary education grant program was institutionalized, focusing on the enactment process of the Augustus F. Hawkins -Robert T. Stafford Elementary and Secondary School Improvement Amendments of 1988. Previous research has shown that the framework for analyzing the federal higher education subsidy program FIPSE from the perspective of educational finance can be also found in the federal elementary and secondary education grant program FIRST. However, it is not clear how FIRST was institutionalized. As a result of the examination, the following two results became clear. First, FIRST was institutionalized under the strong leadership of Senator Edward Kennedy. Second, the eligibility of FIRST grant was initially reduced,but then expanded again after the bicameral conference. |

| 内容記述 | 本研究の目的は、アメリカ連邦政府の初等中等教育補助金事業であるFIRSTがどのような経緯を経て制度化されたかを、アウグストゥス・ホーキンス－ロバート・スタッフォード1988年初等中等教育学校改善改正法の制定過程に焦点を当てながら明らかにすることである。 先行研究においては、連邦政府による高等教育補助金事業FIPSEを教育財政の観点から分析するための枠組みと同様のものが連邦政府の初等中等教育補助金事業FIRSTにもみられることが明らかにされている。しかし、FIRSTがどのような経緯を経て制度化されたかは明らかにされていない。 本研究での検討の結果、以下の2点が明らかとなった。第1に、FIRSTはエドワード・ケネディ上院議員の強力なリーダーシップによって制度化されたことである。第2に、FIRSTによる補助金支給の対象は当初縮小されたが、両院協議会を経て再び拡大されたことである。 |
