| 内容記述 | 本稿の目的は，日本に在住する外国籍児童の要養護問題に着目し，子どもの権利条約を踏まえながら，児童相談体制の課題を検討するものである。 外国籍児童の要養護問題に対応するための児童相談体制の課題として，２つが示唆された。ひとつは児童家庭相談業務に携わる支援者が専門性を向上させること、特に子どもの権利に基づくアプローチを実践してくことが必要である。もうひとつは子どもの権利保障を実現するための外国籍児童問題に対応する指針の作成である。 |

| 内容記述 | The purpose of this paper is the issue of child care needed by foreign nationals residing in Japan which is in keeping with the Convention on the Rights of the Child and consider the problem of child guidance system. There are two suggestions for the issue of child guidance framework to address the problems of child care needed by foreign nationals. One suggestion is that in order for the need of the supporters engaged in child and family counseling to improve their expertise, it is necessary to continue to practice an approach based on children's rights in particular. Another is the creation of guidelines to address the problem of foreign children to realize the security of children's rights. |
