内容記述 | 日本の先行事例として,少子化が深刻な韓国の高等教育政策に注目した。まず高等教育史を概観して,主要な政策課題を質と量の均衡,首都圏と他地域の均衡に整理し,構造改革・規模縮小にいたる経緯を述べた。ついで2022年以降の尹政権の高等教育政策から,地域革新中心大学支援体系(RISE),留学生誘致30万人政策,グローカル大学30政策を説明し,2023年にグローカル大学として選定された10事例の概要を述べて目的(競争力の主体)により分類した。自治体は,これに選定された大学が地域の発展に貢献することを期待し,RISEの施策により地域に必要な人材育成と進学機会の均等などをはかるのではないか。 | |||||||

内容記述 | The subject of this study is South Korea's higher education policy in the context of a declining birthrate, which will serve as a precedent for Japan. First, we provide an overview of the history of higher education in South Korea, pointing out that the main issues are balancing quality and quantity, and balancing the metropolitan area and other regions. Furthermore, the process that led to the downsizing of higher education is described. Next, we explain the three main higher education policies of the current Yoon administration after 2022. In particular, with regard to the Glocal University 30 policy, an overview and characteristics of the ten universities selected for 2023 are described. The major findings are as follows: 1. The trend of the 18-year-old population can be predicted at the time of birth of that generation. The best higher education policy for Korea would be to halve the expansion in the 1990s and avoid the major contraction after 2000. 2. The Regional Innovation System & Education (RISE) is a policy that transfers significant administrative and financial authority from the central government to local governments. In South Korea, the number of local private universities going bankrupt is expected to increase between 2025 and 2030. The RISE will reduce the responsibility of the president and the central government for this situation. 3. The distinctive feature of the Study Korea 300k Project to attract 300,000 international students is its linkage with regional development. A comprehensive policy will be developed that includes the invitation of those who wish to study in South Korea, the choice of language of instruction, employment during their studies, and settlement after graduation. However, attracting international students is an area in which many countries compete, and we look forward to future result. 4. The Glocal University 30 initiative is a policy to foster a small number of competitive universities outside the metropolitan area. 5. South Korea's policy of downsizing universities in the 2000s was based on university evaluations, but under the Yoon administration this has shifted to a combination of focused investment in competitive universities and local government policy decisions based on RISE. Local governments will achieve the economic growth through the contributions of the Glocal 30 universities and will use RISE to develop the human resources their regions need and ensure equal opportunities for higher education. |
