This survey is the part of the research project that explores the teacher competence and ability. This project attempts to clarify the quality and ability that stakeholders over the schools seek and expect, and to develop a teacher training program and incumbent program to train the qualified teacher. The results of the survey show that the competence and ability of kindergarten teacher that parents expect is different from ones that kindergarten teachers expect, and the competence and ability of kindergarten teacher is different from the ones of elementary school teacher.},
