Previous studies have examined the characteristic of financial assistance made by FIPSE and the tendency of the 1202 state commission after the enactment of the Education Amendment of 1972. However, these studies have not focused on the change of intergovernmental relationship between FIPSE and the section 1202 state commission. Then, the obtained results are as follows; (1) The intergovernmental relationship between FIPSE and the section 1202 state commission worked not only legally but also practically after the enactment of the Education Amendment of 1972. (2) The provision of the section 1202 state commission was modified, but the provision of the intergovernmental relationship between FIPSE and the 1202 state commission was not modified fundamentally in the Education Amendments of 1980.
