The findings are as follows:\nThe findings of this paper firstly suggest that the universities that are challenging to increase learning time are different from the universities showing the approval for securing learning time based on the credit system. Second, this paper found that the universities challenged to increase learning time as part of their educational reform, rather than as a means of solving their teaching and educational problems. Lastly, the findings of this paper support the idea that the pros and cons of securing learning time based on the credit system depend on the characteristics of the university presidents, especially their levels of interest in bachelor programs, not on the situations of each university.
