| 内容記述 | 土地改良事業は，農業の生産性の向上などを実現するための行われるものである。そして，その実施に当っては，2015年に策定された現行の「改訂版新たな土地改良の効果算定マニュアル」に従って，経済的な投資の妥当性を検討する経済効果分析を行うこととなっている。しかし2024年5月に，その基本的な理念を示す「食料・農業・農村基本法」が25ぶりに改正された。それを受けて，今後は「土地改良の効果算定マニュアル」も改正されることが必要であると考える。そこで，「改正食料・農業・農村基本法」に示された基本的な理念に基づき，今後の「土地改良の効果算定マニュアル」の改正の際に考慮すべき点について提言した。 | |||||||

| 内容記述 | Land improvement projects are carried out to improve agricultural productivity. In carrying out the projects, cost benefit analysis must be conducted to examine the appropriateness of economic investment in accordance with the current "Revised Manual for Calculating the Effects of Land Improvement", which was formulated in 2015. However, in May 2024, the Basic Law on Food, Agriculture and Rural Areas, which sets out its basic principles, was revised for the first time in 25 years. In response to this, It is believed that it is necessary to revise the "Manual for Calculating the Effects of Land Improvement" in the future. Therefore, based on the basic principles expressed in the revised Basic Law on Food, Agriculture and Rural Areas, recommendations are made on points that should be taken into account when revising the "Manual for Calculating the Effects of Land Improvement" in the future. | |||||||
