Next, we summarized the discussions in previous studies written about why and how group job offers were implemented in Japanese society at that time. We then examined how the discussion of collective recruitment by shopping district organizations was linked to the problems faced by retailers, based on discussions of collective recruitment in magazine articles, writings, and newspaper articles of the time.\nFrom the mid-1950s, shopping district organizations in Tokyo began to implement group job offers, which expanded to some shopping district organizations and showed some results in recruiting new junior high school graduates. However, since 1960, the number of shopping malls conducting group job hunting has gradually declined.
